Boil the Potatoes: Peel and chop the potatoes into chunks. Boil them in salted water until they are tender (about 10-15 minutes). Drain and mash the potatoes until smooth.
Prepare the Potato Mixture: In a mixing bowl, combine the mashed potatoes, grated cheese, chopped green onions or chives, garlic powder, flour, and the egg. Season with salt and pepper. Mix until well combined.
Form the Cakes: Take about 2 tablespoons of the potato mixture and shape it into a round patty. Repeat with the rest of the mixture.
Fry the Potato Cakes: Heat olive oil (or butter) in a large skillet over medium heat. Once hot, carefully place the potato cakes into the skillet. Fry for 3-4 minutes per side or until golden brown and crispy.
Serve: Remove the potato cakes from the skillet and place them on a paper towel-lined plate to drain excess oil. Garnish with fresh parsley before serving.
